Does anyone know if the heated windscreen is supposed to get hot when activated because mine seems barely warm yet there's much more heat in the mirrors and rear screen

Doesn't get hot as such. It's only to clear the windscreen remember.

I have used mine and it doesn't get hot but does clear the screen
